Big three finally strike same chord

 After days of deadlock, the three major parties—CPN-Maoists, Nepali Congress (NC) and CPN-UML—on Sunday agreed to prepare a draft to amend the constitution and to take the peace process forward.

 

The meeting between of the top leaders of the major three parties held this morning at Maoist Chairman Prachanda’s Nayabazar residence in the capital formed the taskforce compromising representatives from the parties.

 

Yesterday, the parties had agreed to meet on Sunday to form a panel to resolve the ongoing differences.

 

The six-member panel compromises Maoist leaders Krishna Bahadur Mahara and Khim Lal Devkota, NC leaders Dr. Prakash Saran Mahat and Radhe Shyam Adhikari, and UML leaders Bhim Rawal and Agni Kharel.

 

The taskforce is expected to come up with a clear-cut procedure on how to to integrate the Maoist People’s Liberation Army into the Nepal Army, to change the structure of the Maoists’ youth front Young Communist League (YCL) and to return the property seized by the former rebels to their rightful owners.

 

The panel is also expected to draft a proposal for making amendments to the interim constitution regarding the formation and dissolution of the government, the nomination for the President and to end the concept of the Seven-Party alliance in the constitution, among other issues.

 

The Maoists, who had opposed the idea of making amendments to the existing provision for forming and dissolving the government with a majority of two-thirds, have agreed to amend the provision with a simple majority provision during the meeting, NC leader Bimalendra Nidhi informed.

The panel has been instructed to draft a proposal for constitutional amendment and sort out other crucial issues of the peace process within the next two days, Nidhi added.

Nidhi said that the panel will start its work from today and present a proposal for constitutional amendment in the next CA sitting to be held on Wednesday.

However, the senior leaders of the three parties will discuss the proposal prepared by the panel before it is tabled at the next CA sitting.

The meeting also decided to put off discussions on the formation of the next government and nomination of the president till the next meeting after the issues of constitutional amendment and the peace process are sorted out.(from:kantipur,http://www.kantipuronline.com/)

‘यहाँसम्म ल्याउनेलाई चिन्नुस्’

प्रधानमन्त्री तथा नेपाली कांग्रेस सभापति गिरिजाप्रसाद कोइरालाले १२ बुँदे समझदारीदेखि शान्तिसम्झौता तथा अहिलेसम्म ल्याउने शक्तिलाई चिन्न माओवादीलाई आह्वान गरेका छन् । निकै लामो समयसम्म आमसभा सम्बोधन नगरेका कोइरालाले जेठ २६ गते राजधानी, शहीदमञ्चमा पार्टीले आयोजना गरेको सभालाई सम्बोधन गर्दै भने, ‘तपाईहरुलाई यहाँसम्म कसले ल्यायो भनेर म केही भन्दिन तर, चिन्नुभयो भने तपाईहरुलाई र मुलुकलाई पनि राम्रो हुन्छ ।’ माओवादी नेताहरुले कोइरालाई राष्ट्रपति स्विकार नगर्ने अडान राखिरहेको बेला आएको उनको यो भनाईलाई अर्थपूर्ण मानिएको छ ।

पानीको बर्षाबीच करिव पाँच मिनेट लामो सम्बोधन गरेका कोइरालाले सहमति र सहकार्यको बिकल्प मुलुकमा नरहेको दोहोर्‍याए । ‘संविधानसभामा कुनै पार्टीले जितेको छैन र कुनै पार्टीले हारेको छैन’ कोइरालाले भने, ‘संविधानसभाको चुनाव हुनु र गणतन्त्र घोषणा हुनु भनेको जनताको जित हो ।’ कार्यक्रममा कोइरालाले प्रजातन्त्र, मानवअधिकार र प्रेस स्वतन्त्रतामा कुनै शक्तिसँग कहिल्यै सम्झौता नगर्ने तथा लडिरहने पनि उल्लेख गरे । (साभार :हिमाल खबर डट्कम् http://www.himalkhabar.com/)

Prachanda not keen to back Koirala as president; ready for statute amendment

Maoist chairman Prachanda has said that his party is not keen to support prime minister Girija Prasad Koirala as the president.

“The NC has openly proposed Koirala’s name for the president. But he will have to drop the ordinary membership of the Congress and, besides, we do not want him to be in any position where he will have to bear lots of tensions,” Prachanda told reporters on Saturday.

“Given his age and health and his contribution to the peace process, it will be more appropriate to put him in senior position (for political guidance),” he said without elaborating.

Meanwhile, talking to reporters after holding a high level meeting with senior leaders of NC on Saturday evening, Prachanda said that his party is willing for amendment of constitution including on provisions for formation of government.

“We are not totally against the proposal of having simple majority to form or dislodge a government. The only thing is we want to ensure that this does not lead to cycle of instability with parties pulling down governments one after another,” he said.

He, however, added that amendment is necessary to incorporate new parties represented in the Constituent Assembly. from:nepalnews.com
